Project Description

The N.C. Department of Transportation, Division 8 proposes to replace Bridges (Nos. 69 and 70) on Cumnock Road (S.R. 1400) over the Norfolk Southern Railway in Lee County. The purpose of the project is to replace structurally deficient bridges with new structures.Structurally deficient does not mean that the bridges are unsafe. Structurally deficient means that parts of the bridge are in poor condition or that the bridge has insufficient load-carrying capacity - which may be due to age or deterioration.  These bridges require monitoring and maintenance to address deterioration and ensure structural integrity.  The two bridges are about 200 feet apart along Cumnock Road.

Both bridges were constructed in 1951 and have a bridge deck width of 22 feet with two (2), 11-foot travel lanes.  Both bridge structural types include a concrete deck on steel beams with reinforced concrete end supports.

The project proposes shifting the alignment to the east of the existing bridges and constructing a single bridge structure.  The proposed design includes two (2), 11-foot travel lanes with a minimum of four (4) foot paved shoulders on each side of the roadway.  The single bridge structure will have a total bridge length of 558 feet.  The grade of the roadway will be raised a maximum height of eight (8) feet from the existing alignment to accommodate the required clearance for the rail line.

Access to the properties located on the west side of Cumnock Road will be provided through a shared driveway, paralleling Cumnock Road. Traffic will be maintained on the existing alignment while the proposed bridge is to be constructed.  When tie-ins are complete, traffic will be directed onto the new structure and the existing bridges will be removed.

RESOURCES FOR PROPERTY OWNERS

Although the N.C. Department of Transportation works to minimize the number of homes and businesses displaced by a road project, it is inevitable, in many cases, that a certain amount of private property is needed. The following information explains right of way acquisition and answers questions about the process.
