Project Overview
State Transportation Improvement Program (STIP) Project Number R-5824 proposes intersection improvements and roadway rehabilitation to N.C. 690 (Lobelia Road) from McLaughlin Road/J. Burns Road (S.R. 2014) to Buffalo Creek. The proposed improvements are in Moore County, southeast of Vass town limits.
STIP Project R-5824 proposes improvements to the intersection of N.C. 690 (Lobelia Road) at McLaughlin Road/J. Burns Road (S.R. 2014) and the intersection of N.C. 690 (Lobelia Road) at Morrison Ridge Road (S.R. 2021). The project proposes reconstructing portions of N.C. 690 (Lobelia Road) to improve safety at horizontal and vertical curve locations near Little Creek and east of Wright Road (S.R. 2020) to west of Buffalo Creek. The project is being designed to follow the 3R Design Criteria.
3R Design Criteria
3R refers to Resurfacing, Restoration or Rehabilitation. The basic purposes of resurfacing, restoration or rehabilitation (3R) projects are to preserve and extend the service life of existing highways and streets and to enhance safety. Because of limited resources, individual rehabilitation projects may have to be limited in scope in an effort to preserve the mobility function of the entire highway system. The scope of 3R projects varies from thin overlays and minor safety upgrading to more complete rehabilitation.
3R projects are those which address pavement needs and/or issues and which substantially follow the existing horizontal and vertical alignment compared to typical reconstruction projects that substantially deviate from the existing horizontal and/or vertical alignment and/or add capacity.
Detour Maps
The reconstruction of portions of N.C. 690 (Lobelia Road) will require off-site detours.
Through traffic will be encouraged to use the following detour throughout construction.
U.S. 1 to N.C. 24/87
For local traffic, the first signed detour, 2.4 miles long, would route traffic to McGill Road, to Cypress Church Road, and onto McPherson Road, which would return traffic to N.C. 690 (see Detour Figure 2b).
The second signed detour, 15 miles long, would route traffic to NC 24/87 via McPherson Road/Hillmon Grove Road/Cameron Hill Road (see Detour Figure 2c).
Intersection improvements will require the closure of Lobelia Road, Morrison Bridge Road, and Lakebay Road. Lobelia Road and Morrison Bridge Road traffic will be detoured 2.5 miles onto N.C. 690 to McGill Road.
The 17-mile detour for Lakebay Road would direct traffic to Aiken Road onto U.S. 1, exit at N.C. 690, and return traffic to Morrison Bridge Road via McLaughlin Road to Murdock Road to Cypress Church Road to McGill Road (see Detour Map Figure 2d).
