The N.C. Department of Transportation proposes relocation of Williams Road for improvements at Coastal Carolina Regional Airport (EWN) in Craven County.

Project Overview
The proposed EWN Runway 4-22 Improvement Program includes a 173-foot runway extension and extending the northern Runway Safety Area (RSA) from 600 feet to 1,000 feet in length. These improvements would also result in relocation of Williams Road (S.R. 1167), relocation of navigational aids, the airport perimeter road, and airport fencing, and acquisition of minimal amounts of right-of-way and an easement from NC/NS Railroad.
The Coastal Carolina Regional Airport Authority is required under the provisions of the National Environmental Policy Act (NEPA), and Federal Aviation Administration (FAA) and North Carolina Department of Transportation (NCDOT) to prepare an Environmental Assessment (EA) describing the anticipated environmental impacts of the proposed Runway 4-22 Improvement Program. Based on the evaluation, no resources would be significantly impacted by the No-action Alternative or the Proposed Action. The Proposed Action is not anticipated to result in an increase in the number of annual aircraft operations at EWN in comparison to the No-action Alternative.
The project includes relocating Williams Road (S.R. 1167) farther north, beyond the extended runway and RSA. This two-lane roadway provides a direct connection to U.S. 70. Scott Street (S.R. 1995) intersects Williams Road within the study area.
Project Highlights
- Coastal Carolina Regional Airport proposes to construct a standard 1,000 foot-long RSA and maximize the length of Runway 4-22 with a 173-foot extension.
The RSA provides an unobstructed, graded and grassed surface to reduce the risk of injury to passengers, minimize damages to aircraft, and provide greater access to emergency responders if an aircraft overruns, undershoots, or veers off the side of the runway; RSA dimensions are based on FAA design standards and at EWN, the standard RSA is 500 feet wide and extends 1,000 feet beyond the runway end.
Relocated Williams Road, which would connect to Airline Drive includes:
a roundabout
two 12-foot travel lanes
5-foot bike lanes
3-foot paved shoulders, and open drainage
Project History
The NCDOT Division of Aviation’s Airport System Plan Update establishes a runway length of 6,500 feet for the 10 commercial service airports in NC and identifies EWN as not meeting this objective. EWN is a critical component of the regional economy and provider of valuable airline service, despite having the shortest runway of any commercial airport in N.C. The goal of the proposed project is to improve airfield safety and maximize the usable runway available to existing aircraft operators at EWN.
