Project Overview

The N.C. Department of Transportation proposes to extend Clanton Road from Donald Ross Road to Wilkinson Boulevard (U.S. 29/74), construct a grade separation over the Norfolk Southern rail line, and close the existing at-grade crossing on Donald Ross Road. The purpose of the project is to improve vehicular and rail traffic safety, provide improved roadway connectivity, and increase multimodal access.

Project Highlights

The project will begin at Donald Ross Road and West Boulevard, extending northeast on new location to Wilkinson Boulevard at Ashley Road with a bridge over the Norfolk Southern Railroad. The Donald Ross Road crossing of the railroad will be closed as part of this project.

The project will also include:

  • two 11-foot lanes
  • 5-foot bike lanes
  • 6-foot sidewalks

The bridge over the railroad on the new Clanton Road Extension will be widened to accommodate turn lanes at Wilkinson Boulevard. The project would be built on new location with no detour route necessary.

Project History

This project is listed as a recommended roadway project in the city of Charlotte’s 2018 Comprehensive Transportation Plan.

According to the 2009 Clanton Road Extension Feasibility Study, this project has been part of the Charlotte region’s long-range transportation plans since the 1970s. All portions of the project are located within the boundaries of a City of Charlotte “priority corridor,” a new market tax credit area, a business investment grant area, and one of three Opportunity Zones.

The extension of Clanton Road is also included in the former Mecklenburg-Union MPO, now Charlotte Regional Transportation Planning Organization’s Thoroughfare Plan from 2004 and the 2019 Charlotte Rail Projects Update from the City of Charlotte’s Department of Transportation.

RESOURCES FOR PROPERTY OWNERS

Although the N.C. Department of Transportation works to minimize the number of homes and businesses displaced by a road project, it is inevitable, in many cases, that a certain amount of private property is needed. The following information explains right of way acquisition and answers questions about the process.
