PROJECT DESCRIPTION
The N.C. Department of Transportation is proposing to upgrade a portion of U.S. 70 as a four-lane, median-divided freeway with full control of access in Lenoir County. The project begins at N.C. 903 and ends approximately 5500 feet southeast of the intersection with Jim Sutton Road (S.R. 1227)/Willie Measley Road (S.R. 1252). The project includes upgrading the at-grade intersection of U.S. 70 and Jim Sutton Rd /Willie Measley Rd to an interchange. The proposed project is approximately 2.8 miles and will be a 4-lane, median-divided highway with full control of access.
Areas along U.S. 70 within the project limits with partial access control will be converted to full control-of-access, and service roads will be added as needed.
Connections to a facility provided only via ramps at interchanges. All cross-streets are grade-separated and no private driveway connections are allowed. A control of access fence is placed along the entire length of the facility.
The proposed project is listed in the NCDOT 2018-2027 State Transportation Improvement Program (STIP) as Project No. R-5813.
The purpose of the project is to improve safety by reducing conflict points and to provide linkages between freeway portions of U.S. 70 to the west and east of the project area.

ABOUT THE PROJECT
This project is the western end of the Kinston Bypass Project (STIP Project No. R-2553). It was determined by NCDOT that this section of U.S. 70 should be a project on its own.
