The North Carolina Department of Transportation proposes;
Project P-5709 to grade separate Franklin Boulevard and close O’Ferrell Street rail crossing. A grade separation means using a bridge to separate intersecting roads and/or railroads.
Project Y-5500GA proposes to extend Naco Road from O’Ferrell Street to U.S. 70 (Burlington Road) with rail grade separations at Ward Road and Wagoner Bend Road, and closure of rail crossings at Maxfield Road and Buchanan Church Road in Greensboro.

Purpose and Need:
Y-5500GA – Naco Road Extension and P-5709 – Franklin Boulevard Grade Separation
The purpose of Projects Y-5500GA and P-5709 is to remove existing at-grade railroad crossings and provide safety improvements along the Raleigh to Charlotte high-speed rail corridor. By providing alternate access to safer crossings, this project will reduce train and vehicle conflicts along the corridor.
These improvements are needed to reduce the potential for roadway vehicle/train collisions at the at-grade crossings as rail traffic volumes increase in the future. Grade separations and crossing closures eliminate the potential for roadway vehicle/train collisions, which improves safety for both rail and roadway traffic. The potential for conflicts will continue to increase with the growth of rail and roadway traffic.

The project is needed to reduce the potential for roadway vehicle/train collisions at the at-grade crossings.
Project History
Y-5500GA – Naco Road Extension
NCDOT first identified these crossings for possible closure based on the recommendations of the East Guilford, NC Traffic Separation Study (TSS) that was prepared in 2004 and updated in 2013. The TSS evaluated the existing at-grade railroad crossings at O’Ferrell Street, Ward Road, Maxfield Road, Buchanan Church Road, and Wagoner Bend Road. The study made the following recommendations:
- Close O’Ferrell Street Crossing
- Grade separation at Ward Road Crossing
- Close Maxfield Road Crossing
- Close Buchanan Church Road Crossing
- Grade separation at Wagoner Bend Road Crossing
The Project is also included in the 2040 Metropolitan Transportation Plan (2015) for the GUAMPO.
P-5709 – Franklin Boulevard Grade Separation
In 2013 the NCDOT Rail Division, City of Greensboro, NCRR, and NS participated in a comprehensive evaluation of traffic patterns and road usage at six (6) existing at-grade crossings in Guilford County located along the NS rail corridor. Using quantitative and qualitative measures, the Traffic Separation Study (TSS) recommended a grade-separation at the Franklin Boulevard crossing and to close O’Ferrell Street. The Franklin Boulevard crossing was the highest priority of the six crossings in the study, given its traffic volumes and connectivity with the larger street network. The Franklin Boulevard rail crossing serves 7,325 vehicles per day (vpd - 2014), while the O’Ferrell Street crossing serves a lower volume (760 vpd - 2014) of mostly residential traffic.
