PROJECT STATUS

Three interchange designs were developed for the project: 

  • Alternative A is a tight diamond that would carry U.S. 15-501 over Garrett Road. 

  • Alternative B is a tight diamond that would carry Garrett Road over U.S. 15-501.

  • Alternative C is an interchange with roundabouts at the ramp terminals of U.S. 15-501 and Garrett Road.

 

A public meeting was held on October 9, 2017 to present the alternatives and get feedback from the public.

 

Based on the public comments received and a preliminary evaluation of impacts and costs,

NCDOT selected Alternative A for detailed study in the project’s environmental document.

This Alternative is a 'Tight Diamond' interchange that would carry U.S. 15-501 over Garrett Road. 

 

Alternative A causes the least impact to the Durham-Orange Light Rail Transit project,

the least impact to properties at the intersection, and

meets the purpose and need of the proposed project. 

 

NCDOT considers many things when making decisions on transportation projects. 

On this project, items investigated include:

property impacts, cost, traffic operations, and impacts to the Durham-Orange Light Rail Transit Project (D-O LRT).  

PROJECT HISTORY

The Durham Chapel Hill Carrboro MPO Comprehensive Transportation Plan articulates a desire for U.S. 15-501 between I-40 and U.S. 15-501 Bypass to operate at Level of Service (LOS) D or better. The projected traffic volume for 2040 is anticipated to exceed the capacity of the roadway and operate at level of service (LOS) F.

The intersection of U.S. 15-501 and Garrett Road is currently (2016) operating at LOS D and is projected to operate at LOS F in 2040. On average, drivers experience 45.1 seconds of delay during the morning peak and 46.6 seconds of delay during the afternoon peak. This delay is projected increase to 202.2 seconds of delay during the morning peak and 209.5 seconds of delay during the afternoon peak by 2040.

PUBLIC INVOLVEMENT

The NCDOT project team will review all feedback – regardless of how it is submitted (online, phone, email, or letter) – and explore options to incorporate and address concerns where and when feasible.  NCDOT will continue to develop the project and present progress throughout the planning stage.

 

PUBLIC MEETINGS

NCDOT conducted an open-house public meeting to present maps of the three alternatives being studied and receive feedback on October 9, 2017.
