State Transportation Improvement Program Project No. U-5858

Lindsay Road Widening Between U.S. 401 and Rockfish Road

The N.C. Department of Transportation has selected the preferred alternative for State Transportation Improvement Program (STIP) Project No. U-5858 along Lindsay Road (S.R. 1418) in Hoke County. 

The proposed project will improve traffic safety and reduce congestion in the area south of Fort Bragg as part of a series of roadway improvements between Fort Bragg and the community of Rockfish.


Concept 1 has been selected as the preferred alternative and includes

Widening Lindsay Road to a 4-lane median-divided boulevard with shoulders from Adcox Road north to U.S. 401
Adding paved shoulders from Adcox Road south to Gillis Hill Road
Converting the existing intersection of Lindsay Road at Galatia Church Road to a roundabout
Realigning Lindsay Road at U.S. 401 to meet Wayside Road as a grade separated interchange over U.S. 401


Concept 1 was selected after careful review of the environmental impacts associated with each of the project options under consideration, as well as comments received from citizens during the public comment period. 

The N.C. Department of Transportation expects to issue an environmental document for the project in Fall 2019.  The document combines the U-5858 project with STIP Project No. U-5753 (Wayside Road).

The currently adopted STIP provides funding for right-of-way acquisition in 2020 and for construction in 2022.  These schedules are part of the department’s 10-Year Program and Resource Plan, which is subject to change.

Project Highlights

The project is following a study process outlined by the National Environmental Policy Act, a law that requires NCDOT to study and document the environmental effects of the proposed project.  Two design concepts with options have been developed for public review and comment. 

Design Concept 1 would widen Lindsay Road to a median divided boulevard with shoulders from Adcox Road north to U.S. 401.

Design Concept 2 would widen Lindsay Road to a median divided boulevard with curb and gutter from Adcox Road north to U.S. 401.

Project History

April 2014

Fayetteville Area Metropolitan Planning Organization (FAMPO) includes need to widen Lindsay Road in their Highway Element of the 2040 Metropolitan Transportation Plan.

August 2017

Project included in N.C. Department of Transportation’s 2018-2027 State Transportation Improvement Program.

August 2017

Community meeting held at the request of the public to introduce the project (along with STIP Projects U-5753, U-5798, U-5707, and U-5857).
