Project Overview:

 The N.C. department of Transportation proposes to replace and widen two Bridge No. 119 on Moonlight Road (SR 1003) over Tributary of Deep Creek in Halifax County. Bridge No. 119 was constructed in 1963 and has a sufficiency
rating* of 37.4 out of 100. The bridge is considered functionally obsolete due to a structural evaluation of 3 out of 9, according to Federal Highway Administration standards. Roadway upgrades are included as the roadway approaches
the bridge.

* ”Sufficiency rating” is a tool that is used to help determine whether a bridge that is structurally deficient or functionally obsolete should be repaired or replaced. The sufficiency rating considers a number of factors, only about half of which relate to the condition of the bridge itself. The sufficiency ratings for bridges are part of a formula used by
the Federal Highway Administration when it allocated federal funds to the states for bridge replacement.

 

Project Highlights: 

The project proposes to replace Bridge No. 119 with a new structure in place. The build alternative proposes two, 11’ travel lanes with 4’-5” paved shoulders. Paved shoulders on both sides expand to six feet as the travel lane approaches the bridge. The deck width of the bride is to be 33-feet. The project is expected to be implemented through an off-site detour. The off-site detour route includes Mary Chapel Road (SR 1117), US 258/ Main Street and NC 125, for a total of
10.2 miles.

Project History:

The project was initiated back in 2013 and was formerly known as 17BP.4.R.25. The project was recently restarted and will include a Federal Categorical Exclusion (CE) document. The CE Document is scheduled to be completed Fall 2021.

Information will be provided to the public in a virtual format on this website. The public is encouraged to provide comments or share their thoughts regarding the project. The public comment period ends on Nov. 19, 2021.
