U-3431: Widening of Miller Boulevard and N.C. 101 from Lake Road to Outer Banks Drive

PROJECT DESCRIPTION
The N.C. Department of Transportation is proposing to widen Miller Boulevard (S.R. 1763) and N.C. 101 (Fontana Boulevard) from Lake Road (S.R. 1756) to Outer Banks Drive in Havelock, Craven County. Once the project is complete, it is expected to reduce congestion and improve safety along the corridor.
Proposed improvements include widening this 3-mile corridor to multilanes.
Preferred Alternative Selected

PROJECT HISTORY
The widening of Miller Boulevard and Fontana Boulevard was supported by the City of Havelock in 2009 as a transportation improvement project in the City of Havelock 2030 Comprehensive Plan. Fontana Boulevard was ranked as the second highest priority segment based on area crash data.
A Miller Boulevard widening was also mentioned in the New Bern Area Metropolitan Planning Organization Metropolitan Transportation Plan in 2009 and was screened for potential environmental and socioeconomic impacts.
The project is listed in the 2018-2027 State Transporation Improvement Program (STIP) as U-3431.
Environmental planning work on the project began in July 2017.
NCDOT expects to hold a public meeting in 2019 to present design concepts and obtain feedback on the project.
