Draft Programmatic Agreement for Compliance with Section 106 of the National Historic Preservation Act (NHPA) for Transportation Projects in North Carolina
Interested persons or entities are hereby notified that the Federal Highway Administration (FHWA) in coordination with the North Carolina Department of Transportation (NCDOT), North Carolina State Historic Preservation Office (SHPO), and the U.S. Army Corps of Engineers (USACE) – Wilmington District, has developed a Draft Programmatic Agreement (PA) to meet its responsibilities under Section 106 of the National Historic Preservation Act (NHPA).
Section 106 of NHPA requires federal agencies to take into account the effect of their undertakings on historic properties during the planning process and consult with the SHPO and other consulting parties regarding these effects. FHWA, NCDOT, NC SHPO, and the USACE – Wilmington District would like to streamline the review of transportation projects in North Carolina through use of a PA. The draft PA, once finalized, can be used for many transportation projects in North Carolina to adequately address the potential effects on properties that are eligible for or listed in the National Register of Historic Places, including districts, archaeological sites, buildings, structures, and objects that are significant in American history, architecture, archaeology, engineering, and culture.
