This project is funded for Preliminary Engineering only.

Planning and development are underway to improve approximately 3 miles of N.C. 43 (Charles Boulevard) from a two-lane roadway to a four-lane, raised median, divided roadway between Fire Tower Road (S.R. 1708) and Worthington Road/Mills Road (S.R. 1711).

Between Firetower Road and Fox Trot Lane curb and gutter are being proposed and pending a municipal agreement, 5-foot sidewalks are being considered. Between Fox Trot Lane and Worthington Road/Mills Road, curb and gutter are being proposed and a 5-foot sidewalk and 10-foot multi-use path are being considered.

The project may include intersection improvements at Herman Garris Road, Bells Fork Road, and Worthington Road/Mills Road.

The purpose of this project is to improve traffic flow and improve safety.

Project Highlights

Two concepts are being studied:  widening to the west and asymmetrical "best fit" widening to reduce or minimize impacts along the corridor.

Improvements may include:

  • a raised median
  • right turn only into and out of driveways and several cross streets
  • removing access to N.C. 43 from Bells Fork Road
  • intersection improvements at the intersection with Worthington Road/Mills Road
  • intersection improvements at the intersection with t Signature Drive/Mills Road

History of the Project

The widening of N.C. 43/Charles Boulevard was included in the 2005 Greenville Urban Area Thoroughfare Map and the 2009 Greenville Urban Area MPO Comprehensive Transportation Plan (CTP).  The project is currently funded for preliminary engineering only.  Preliminary engineering includes activities such as planning and design.  This means that no funding is allocated for Right of Way acquisition, Utility Relocation, or Construction activities.

RESOURCES FOR PROPERTY OWNERS

Although the N.C. Department of Transportation works to minimize the number of homes and businesses displaced by a road project, it is inevitable, in many cases, that a certain amount of private property is needed. The following information explains right of way acquisition and answers questions about the process.
