Options Considered

Two options were initially evaluated for managing future traffic in the Gillis Hill Road Extension corridor.

• Building a two-lane roadway with stop controls (signalized and unsignalized) at key intersections
• Building to a four-lane, median-divided roadway with traffic signals and turn lanes in key locations

A traffic forecast was completed (Year 2040 traffic volumes) and an operations analysis was conducted to compare the two concepts in regard to maintaining acceptable levels of service.
The analysis indicated that the four-lane concept will be the most effective option for managing the 2040 projected traffic volumes. The proposed design recommendations for projects U-5798 and U-5857 will widen both Gillis Hill Road and Rockfish Road to four-lane, median-divided facilities as well.

 Following the traffic operations analysis and the selection of the four-lane Concept as recommended, NCDOT decided to evaluate two four-lane design Concepts for U-5707. 

 

Concept 1:

  • Four-lane divided facility on new location, west of the central Rockfish community, beginning on Rockfish Road in the vicinity of Westfield Drive/Eastfield Drive and ending on Gillis Hill Road south of Celtic Drive
  • Includes a grade-separated rail crossing and interchange with Phillipi Church Road near School Drive
  • School Drive would be closed at the existing at-grade rail crossing 
  • Rockfish Road would remain open at the existing at-grade rail crossing Lindsay Road

  • Four-lane divided facility on new location aligning Rockfish Road and Lindsay Road
  • Includes a grade-separated rail crossing 
  • School Drive would remain open at the existing at-grade rail crossing
  • Rockfish Road would be closed at the existing at-grade rail crossing
  • Lindsay Road would end in a cul-de-sac north of the rail line
  • Two new connections from the new alignment roadway to Rockfish Road would be provided, one on each side of the rail line

This project is listed as Project U-5707 in the N.C. Department of Transportation’s State Transportation Improvement Program  (STIP) and is funded for $6.5 million.
