U-5301: U.S. 64 Improvements - U.S. 1 to Laura Duncan Road

PROJECT DESCRIPTION

The N.C. Department of Transportation is investigating options for improving U.S. 64 from just west of Laura Duncan Road  (S.R. 1306) in Apex to U.S. 1 in Cary.  This project is included in the 2018-2027 State Transportation Improvement Program (STIP) as Project Number U-5301.

PROJECT DESCRIPTION

NCDOT is currently studying multiple alternatives to address the traffic needs along U.S. 64.  In addition, a significant number of options will be analyzed for intersections along the corridor to address access needs of surrounding communities and businesses and to reduce the number of crashes occurring at these intersections.   Options to carry Laura Duncan Road and Lake Pine Drive using elevated structures over  U.S. 64  will be included in the analysis. 

NCDOT is studying potential impacts to people in the communities, the natural environment, and other factors as part of the alternative development process, with the intent to minimize impacts whenever possible. After these preliminary studies are complete and existing conditions defined, we can better determine alternatives to study further and present to the public and regulatory agencies for comment.

Pedestrian and bicyclist accommodations within the study area will also be evaluated and incorporated into the project.

OVERVIEW

The need to improve traffic flow in the project corridor is demonstrated by the fact that traffic volumes west of Laura Duncan Road are over 40,000 vehicles per day  (vpd) and over 56,000 per day at U.S. 1.  These volumes will continue to grow and by the year 2040 an increase of 40% is expected.  This would mean that an additional 16,000 vpd would be seen west of Laura Duncan Road and an additional 20,000 vpd would be seen at U.S. 1.

In addition, nearly 800 crashes occurred within the project study area between 2012 and 2016.  This number is nearly double the state average for similar highways.  Nearly 500 of these crashes were rear-end collisions and over 70 were sideswipes.  Approximately 250 of these accidents occurred during the evening rush hour (4:00 p.m. to 7:00 p.m.).  These numbers reflect the congestion issues related to the corridor and safety implications of the stop-and-go nature of the corridor during the morning and evening commutes.

The project study area has experienced a significant increase in commercial and retail development over the last several years with limited improvements to the transportation network.  These limited improvements have led to a lack of connection between neighborhoods and new retail areas.  It should be noted that the new retail attracts customers from beyond the limits of the study area.

Western Cary, Apex, southwestern Wake County and Chatham County have all experienced significant growth over the last ten years.  This growth has contributed to the high volume of commuter traffic passing through the study area.  Traffic studies indicate that nearly 50% of the traffic along U.S. 64 in the study area is passing through, traveling between points west of Laura Duncan Road and U.S. 1 toward Raleigh.  

Without improvement, the project study area will experience an increase in congestion-related issues such as:

  • Commuters - significant increase in travel time resulting in longer morning and evening rush hours
  • Residents of adjacent neighborhoods - significantly more time at traffic lights waiting to cross or enter the corridor
  • Commuters and residents - likely increase in traffic accidents
  • Students from Apex High School - more risk while attempting to cross U.S. 64 on their lunch breaks

PURPOSE                                              

This project has multiple goals including:

  • Alleviate existing and future congestion
  • Improve regional mobility
  • Improve reliability of the roadway network within the study area
  • Upgrade the corridor consistent with local government visions
  • Provide connectivity between local community and local destinations
  • Reduce congestion-related accidents
  • Improve connections to existing and proposed bicycle and pedestrian facilities

PLANNING PROCESS

 NCDOT's project development/planning process includes evaluation of :

NCDOT is studying potential impacts to people in the communities, the natural environment, and other factors as part of the alternative development process, with the intent to minimize impacts whenever possible.

The planning process for this project is described in the five steps shown below.  The project is currently between steps 1 and 2.

  1. Purpose and Need  

The need for this project is to alleviate existing and future congestion, and improve safety and connectivity in the study area.   This is based on input and data collected during the 2011 U.S. 64 Corridor Study and recently collected traffic, safety and land use data.  This purpose and need will be refined through input from stakeholders during Step Two (below) and used to guide development of preliminary study alternatives.


  1. Stakeholder Involvement and Alternatives Analysis 

NCDOT has identified potential improvements based on traffic capacity needs.  To assess the potential improvements, they were grouped into five preliminary alternatives that are combinations of these potential improvements.  In addition to planning and design studies, NCDOT will conduct meetings with local officials and the public through the planning process.  These meetings will be held to gather comments and suggestions regarding potential improvements.  The preliminary alternatives will be compared to determine which would have the least potential to impact the environment.  Detailed environmental studies will be conducted to those alternatives that remain.


  1. Identification of Preferred Alternative 

NCDOT will identify a preferred alternative based on engineering considerations, costs, impacts on the human and natural environments and comments received from the public.


  1. Public Meeting 

A public meeting was held in June of 2018.  One public meeting will be held early in the process to present information and preliminary alternatives and obtain public input.  Information will be distributed, regarding the preferred alternative once selected. 


  1. Final Documentation 

A Categorical Exclusion (CE) document will be prepared which will document the potential impacts of the Preferred Alternative and will include information such as business relocations, community impacts, noise impacts, stream impacts and other information.

 

PUBLIC INVOLVEMENT

The NCDOT project team will review all feedback – regardless of how it is submitted (online, phone, email, or letter) – and explore options to incorporate and address concerns where and when feasible.  NCDOT will continue to develop the project and present progress throughout the planning stage.

Current Environmental and Design Study

The 2011 U.S. 64 Chatham – Wake County Planning Study and the local transportation plans (which were founded on the U.S. 64 Chatham – Wake County Planning Study) laid the ground work for this project (STIP Project # U-5301).  As such, in developing solutions for the traffic, connectivity, and safety challenges, stakeholder input and recommendations from these studies are being reviewed and carefully examined to see how they can be incorporated into this study.

NCDOT also recognizes that conditions on the highway corridor have changed since 2011.  The two new “big box” retail centers and the out-parcel stores and restaurants make the project study area a regional destination.  The population growth in Chatham County and Apex has transformed U.S. 64 to a conduit for commuters to and from Raleigh.    Therefore, the current environmental and design study respects the 2011 U.S. 64 Chatham – Wake County Planning Study as a starting point and source of preliminary stakeholder input.  However, this study must broach the new corridor challenges and develop new solutions, as appropriate.

PROJECT HISTORY

2005:  U.S. 64 / N.C. 49 Corridor Study (Phase I)

NCDOT completed the U.S. 64/N.C. 49 Corridor Study, a long-range planning study evaluating the U.S. 64 corridor from Statesville to Raleigh and the N.C. 49 Corridor from Charlotte to Raleigh (via U.S. 64 in Asheboro).  The purpose of the study was to develop a master plan that would ensure the safe and efficient movement of passengers and freight along U.S. 64, foster economic growth and development in the counties along the corridor, and relieve congestion on I-85 and I-40.

2011:  U.S. 64 Chatham - Wake County Planning Study (Phase IIA)

NCDOT, in partnership with the Towns of Apex and Cary, Chatham County, and the Capital Area Metropolitan Planning Organization (CAMPO), completed the U.S. 64 Chatham – Wake County Planning Study.  The purpose of the study was to identify near-term improvements and long-term recommendations to improve mobility and safety along U.S. 64 from U.S. 64 Business, just east of Pittsboro, to U.S. 1 in Cary.  As part of the study, a series of meetings were held to receive stakeholder input.  This input was instrumental in assisting in the identification of near and long-term recommendations to improve the corridor. 

Near-term recommendations which included U-turn bulbs, pedestrian signals at intersections, and right-in/right-out intersections, have been systematically implemented along U.S. 64 between Pittsboro and Cary. 

Long-term recommendations consist of a series of improvements to ensure U.S. 64 can accommodate the traffic volumes expected in 2035.  These recommendations included:

  • Interchanges at Laura Duncan Road and Lake Pine Drive
  • Superstreet improvements (U-turns, right-in/right-out only intersections, and left-overs) from east of Lake Pine Drive to U.S. 1.

The 2011 U.S. 64 Planning Study served as the foundation for the U.S. 64 improvement recommendations that are included in the CAMPO Regional Metropolitan Transportation Plan and the Towns of Apex and Cary Comprehensive Transportation Plans (CTPs).
